Webtools is keeping track of which resources change. If nothing has changed, it passes to me and my publisher INCREMENTAL publish, and NO_CHANGE as the type of change.  With those variables, I really can't figure out what's been changed. I blame webtools. 

Webtools didn't even give you the option to force a full publish via it's API. That's why I added the manual publish button.  I agree with you that clicking publish should force a republish, but of what type? Incremental or Full? Right now it does incremental... so I don't know. 

By module, do you mean full .jar files? Or the webtools type project?
