Viacheslav Kabanovich resolved JBIDE-1186.

    Resolution: Done

Button "Edit" is added to "Seam" preferences page.
Buttons panel in "Seam" preferences page is refactored and should look ok.
Button "Installed Runtimes" added to "Seam Settings" project properties page. 
It calls  "Seam" preferences page in modal dialog and on return updates 
the drop down box with runtimes.
