Yes it is. And it has proper comment. If you want to add facelet declaration then just DnD any tag from particular group from palette to editor. Tag lib declaration (jsp or facelet) will be added automatically if it is needed.
But any way we can refactor this item to have it for facelets also.
I think it's feature request not a bug.
