OK, what I tried was this:

  <application>
  <resource-bundle>
   <base-name>temp</base-name>
  </resource-bundle>
 </application> 

Are you sure that the <var> element is required?

Also note that it does not pick up keys from my resource bundle when I put the resource bundle in seam2project/src/model/temp.properties. But this is a separate issue.
