Me neither (I am not much into WTP development) but still it's a problem. Anyway with the latest snapshot the situation improved a lot.
You can always create a new project in maven then enable maven support in eclipse with the help of m2eclipse plugin and see what's missing. I guess what's happening is that not all dependencies are correctly included (that is it's enough not to have java compilation erorrs in eclipse but not enough to provide correct exploded deployment). Anyway non-exploded deployment goes outside eclipse that's why it works (maven-ear-plugin assembles the ear and cargo plugin does the hot deployment).
