Can't find <rich:tab> component in VPE if it is inserted via <ui:include>

Steps to reproduce:
1. Open in JBDS richfaces-demo project
2. Open WebContent/richfaces/dropDownMenu.xhtml page

=> can't find "Tag Information" tab next to "Usage" tab in VPE. See attachment.
