Not exactly. Administration is not configured to pick up any categories, it's just defined by the distro. The thing I noticed there is that it had <OnlyUnallocated> or <NotOnlyUnallocated> in the declaration, which probably caused the certain directory desktop entry files (they a main menu that can contain shortcuts inside of them) to be included (which is not by the spec) and is probably a bug. I have tried to assign the development category to the directory desktop entry and it didn't work in Fedora6/KDE (and it's not by the spec either)

The solution I had in mind is re-create the menu hierarchy, separately from the categories and place the directory desktop entry inside, but this is flawed because in order to know how the category maps to menu items a lot of files have to parsed and the logic branched for KDE/Gnome and what not.
