Non-customer tags are protected from removal. You can see that action delete is disabled on non-customer tag-groups. The same had to be done for tags, so it is a bug that action Delete is enabled, but it is ok that it does not remove protected tags. Can it be that your case you selected to delete a protected tag rather than just created (imported) one? I have not been able not reproduce this bug for created and imported tags.
