for download I meant this link: http://www.redhat.com/developers/rhds/index.html If this download page is stable and will be work for GA release - so there is no need to check it everytime, you are right.

There are also links that work inside document only, e.g.: 
<para>Add custom and 3rd party tags. <link linkend="AddingNewComponentLibraries">How to add</link></para>

If the doc structure will change links could be non-working. 

Probably there is no need to have a separate task about links, it could be refer to general revision.
