I fixed it as good as possible without too many changes:

Wizard - RHDS category renamed to JBoss Tools Web since it is only about Web
Preferences - RHDS category renamed to Web and moved in as a child of JBoss Tools
Views - RHDS category renamed to JBoss Tools Web since it is only about Web

long term we should figure out how we can share categories/names and especially clean things up so they are logically grouped (right now they are not)
