I don't know what you want to happen here? 

If something is deployed, and the server tries to re-deploy it, I can't re-deploy it (or incrementally deploy it) if the project is closed.

I'm really not sure what you're expecting to happen. The deployment can't work. I can't get access to the resources of a closed project.
