yes, a duplicate issue - for some reason package explore is not picking up the resource changes correctly. If you look on the classpath of the testproject (which has WebContent in the classpath to get the WEB-INF/components.xml) the new files are actually in there. crazy stuff.

Known workarounds:
open/close the view
open/close project

I fear it's a bug in eclipse 3.3.1, but we just need to figure out how to workaround it.
