It means you choose c:\apps\projects as folder for you seam war project.
Test project is created near you seam war project: c:\apps\<test project name>

Try to create General Eclipse Project. It works by the same way.

If you create seam war project out of workspace dir then all releated projects (test, ejb, ear) will be created near war project (out of workspace too)
