I didn't look to second case. Just played a little with proposed fix. It dosen't work for me. I've put SeambaseOperation in SVN and WorkaroundFor207146, so you can look at it. Register WorkaroundFor207146 by org.eclipse.ui.startup extension point and  use debugger to see how it works.

 SeamBaseOperation  works only first time for me, then it stops refresh WebContent folder after creating Seam artifacts.
