I personally feel this should remain read-only. Until I can appropriately test all of the aspects of WTP that depend on a runtime, such as projects, servers, and classpath providers, and how they'd react to the location of a runtime being changed, I'm hesitant to allow the user to go breaking things. 

I'd rather restrict the user now until I'm positive its safe.
