Max JBDS 1.0.0 GA/JBossTools 2.0.0 GA had no our processing for xsi:schemaLocation. (So, the " at the end of line is not our bug...) 
There was a standard WTP or JST processing for OpenOn which just opens a browser on the highlighted string...
