I have tested the current ATF CVS . The problem still exists. https://bugs.eclipse.org/bugs/show_bug.cgi?id=201774 isn't fixed.
It isn't possible to fix it in Eclipse 3.3 because intro page is called before earlyStartup.
We can fix this issue within JBDS using one of the workarounds I mentioned in the previous message.
