I'm encountering a similar bug (the same bug?) in Tools 2.0.1, on Windows only.  Here is the test file:

On Linux, the background image shows up as I'm editing.  On Windows, the BG image does not show up.  When I run the file and it is opened in a real browser, it does show up on both Windows and Linux.

Note that this isn't using a linked CSS sheet.  This is an in-line style.
