Draft Seam Prefrences chapter is created. 

Structure:

Chapter 8. Seam Preferences
8.1. General Preferences
8.1.1. Validator Preferences
8.2. Project Preferences

"Project Prefrences" section should be updated, info how to modify project with maven structure is needed.
