I cannot replicate it. What version of JBoss Seam are you using?

JBoss Seam 2.0.1.GA doesn't contains any links to http://www.jboss.org/j2ee/dtd/jboss-ds_1_5.dtd in ds.xml template.
web.xml is using schema not dtd
