Think it would be depend on JBIDE-2065 . If we need to set full path to CSS file Change button should point to root disk folder.
If we need to set path to CSS file like in <link href="/pages/testCss.css" rel="stylesheet" type="text/css"/> for example then Change button should point to curent project or workspace in order to make easier file search.
