I'm resolving this issue for the following reason:

The deployment failed because a file was not coppied. That file was not coppied due to an exception in WebTools publishing. That bug was fixed in the WebTools 2.0.2 patch release.

I think that's reason enough to declare this resolved, so long as we get the correct patch of wtp in the release.
