This constant serves to define the InformationDispatchAction action (Show &Tooltip Description). 
In WTP 2.0 (Eclipse 3.3), this action is defined in the AbstractTextEditor and StructuredTextEditor classes. 
It is removed from the StructuredTextEditor class in WTP 3.0. The constant can be replaced with ITextEditorActionDefinitionIds.SHOW_INFORMATION.
The StructuredTextEditorActionConstants.ACTION_NAME_INFORMATION constant can be replaced with ITextEditorActionConstants.SHOW_INFORMATION.

Attached is a patch.
