1) If this is from the global preferences then sure, they would have global scope.

2) I'm not sure what you are referring to here.

My idea about the EL preferences are that:

1) They should be available to set Globally (in preferences), per Project and per resource (folder and file) 
    Project and Resource would be adjustable by simply having a standard eclipse preference/properties page 

2) They should be stored in standard scoped eclipse preferences (e.g NO xmodel preferences)
That would allow us to use eclipses standard "priority" selection when we look them up AND they would be stored
together with project settings if the settings are local.
