It would not require a full copy of the appserver inside metadata, because the adapter for tomcat it does exactly what you are suggesting: 
It sets the set the default deploy folder to a folder inside metadata, and it automatically registers that location in tomcat. So, it has no need to copy the entire appserver inside metadata, it just configures the appserver to use a folder inside metadata as the deploy folder.
I agree with you, the WTP adapter for JBoss should configure jbossas to use a folder in metadata for deployment automatically (and by default)
