I try to imagine the situation - in simple - 
the user has project without annotations with mappings via xml.
If this is not a right situation which Denis means and 
the user has JUST project with POJO classes which form completed domain model and then he
want to get JPA annotations and then want to make model persistent (generate db tables).
You are right - no tables here.
