If you're creating a new runtime via new server, once you've created
the runtime, the "Server runtime environment" list should chose 
automatically the one i've just created.

IMO, it's a safe assumption that if you're gonna be creating a new runtime
from there, is because you wanna be using it with the server that you're 
creating.
