It seems there is no way to build JBDS installers with and without EAP using one install.xml file. There are no means to control what packs are included in installer. IzPack compiler just includes all packs declared in install.xml into installer jar. I tried to use xi:include, but it seems this directive just ignored. The only option left to have installer configuration xml for each installer: install-jbds.xm and install-jbds-esb.xml. The only difference between them esb pack.
