This is finally working. Switched from running under <exec executable=".../eclipse"> to <java> and am now collecting the jars to pack into a zip.

p2 installer downloads the pack.gz files, as expected.

Also cleaned out some 10,000 old feature & plugin jars left over on the update site (which are not cleaned out with each nightly build). 

If rsync worked I would be able to script this; unfortunately I can only sftp to do this which makes it an interactive process :(
