JBoss Tools 2.* dosn't support Seam 2.1. It allows you to use Seam 2.1 as seam runtime for Seam 2.0 projects but it has a lot of limitations. Please use JBoss 3.0 (I recomend the latest nightly build) for full Seam 2.1 support.
