To elaborate, for AS 4.x we use jboss.deployment:flavor=URL,type=DeploymentScanner and it's start / stop / addURL service methods.  This allows a user to create 5 "servers" (in eclipse) using the exact same setup but with an additional separate deploy location.

Some suggestions thrown out earlier were to use Profile Service or VDF, but anything requiring compilation against JBoss jars that change somewhat frequently could lead to us either having to write a lot of reflection wrappers, or load the classes dynamically, or distribute several JBoss jars upon every minor release with our tooling builds, which obviously would lead to bloat.
