I have found out (code analize) that for JSP files and for HTML files only some tags are relevant for folding:
JSP: scriptlet
HTML: head, body, script, style, table, ul, ol, div
The reason and corresponding explanations of why folding is enabled only for THESE tags are missed in source files where this logic is implemented.
By the way folding enables for all tags in common XML file, and it doesn't metter what kind of tags it represents.
