in 2.0.0.GA this OpenOn doesn't work too. In JBIDE-866 it was verified and worked. But in JBIDE-574 were some problems with OpenOns in web.xml and fix version was 2.0.1.  So now Open on for /web-app/taglib/taglib-location/text() doesn't work.
