Strange behavior of "New File XHTML" wizard

If you type file name and press "Finish" button you will get new empty xhtml file
But if you type file name and press "Next" button and after that press "Finish" button you will get new xhtml file with text from template

Testcase:
EXECUTE: Select "New File XHTML"
EXECUTE: Type file name
EXECUTE: Press "Finish" button
ASSERT: New xhtml file must be opened with text from template
