Steps to reproduce:
1. EXECUTE: Open xhtml file with the following content:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html xmlns="http://www.w3.org/1999/xhtml"
 	  xmlns:ui="http://java.sun.com/jsf/facelets"
      xmlns:f="http://java.sun.com/jsf/core">

 	  <body xmlns:hh="http://java.sun.com/jsf/html">
                <!-- DnD here JSF HTML outputText from JBoss Tools Pallete -->
	  </body> 
</html>

2. EXECUTE: DnD JSF HTML inputText from JBoss Tools Pallete inside <body></body>
3. ASSERT: <hh:inputText value="" /> appears at the place of dropping
4. FAILURE: <h:inputText value="" /> appears at the place of dropping and  xmlns:h="http://java.sun.com/jsf/html" appears inside <html> tag
