yes it is there. 
can you change your locale to turkish and try to open a xhtml file.
Turkish keyboard and settings are similar to English.
by the way where is " %Options%/Struts Studio/Editors " 
this ModelUtilities.getPreferenceModel().getByPath(VpePreference.EDITOR_PATH).getPath() returns it.
