This issue isn't related to portlets.

You can reproduce it without adding the portlet facet.
Instead of opening portlet.xml, try to open either pages.xml or components.xml using the WTP XML editor and you will get the same exception.
The problem is that you are probably using spring-ide 2.0.0 that is included in the JBDS build.
This version isn't compatible with Ganymede (the org.eclipse.jdt.internal.corext.refactoring.structure.JavaMoveRefactoring class doesn't exist in Ganymede).
Spring-ide 2.0.6 (http://dist.springframework.org/release/IDE/spring-ide_2.0.6_v200806241357.zip) works correctly.
We need to include the 2.0.6 version of spring-ide in JBDS.
