In order to reproduce the issue, you need to do the following:
- start a new Seam Project wizard
- add the Axis2 Web Service facet
- finish the wizard

If you are using JBoss Tools 2.1.x, AxisServlet, AxisAdminServlet and their mappings won't be in the web.xml file. If you are using trunk or latest nightly build, they will be there what is the correct behavior.
