I verified it on the local build (rev.8807) today again. Toggle comment works correctly.

AddBlockComment1: I think, '<!--' tag should be at the beginning of first selected line and '-->' at the end of the last selected line. (Correct me, if I'm mistaken)

AddBlockComment2: Add Block Comment function should work the same as Toggle Comment for alone line if nothing is selected (line with cursor should be commented out)

That issue hasn't been fixed for xml yet.
