There may be some ambiguity in https://www.redhat.com/developer_studio/guides/GettingStartedGuide/html_single/  section: "1.3.2. JBoss Tools Installation"  that would indicate that JBoss Tools needs to be installed to Eclipse for JBDS.  Please put a * Note that says JBoss Tools and Eclipse are already included in JBDS and this section is only for installing JBossTools onto Eclipse separately if desired.
