The plugin.properties file of the org.jboss.tools.seam.ui plugin (the 2.1.0 version) hasn't been included in  the build.properties file.This file contains localization messages.
I have fixed this issue.

Seam 2.0.1 doesn't contribute any action to the Search menu  You get the correct label because it is contributed by some other plugin that is localized correctly.
