JBoss Seam wizard could be enhanced with an option to make a Seam portlet.

Seam portlets require the addition of the JBoss Portlet Bridge jars and configuration of faces-config.xml, web.xml and portlet.xml.

Today there is a Maven archetype for that, it worths looking at it to copy the behavior within JBoss Tools
