It's mock-up for seam settings page.
Look at "Main Seam Project" field (section "View")

There is a comment "Show selected project name. Not editable."
Below there is your comment:
"2) "Main Seam Project" should not be under View IMO. It should be just below seam runtime."
Nothing about allowing user to change it.

And I remember we discussed it with Denis and you. What "Main Seam project" is. Where it should be. And that it's not editable.
Why? I don't know.
Anyway I can't see now a reason not to allow user to do it. Let's plan to make it editable in 2.1.*
