I couldn't reproduce the exact same issue, but there is something about that setting that is not quite alright.

What I saw was that when I disabled it I did not get the dialog (as expected), but when I enabled it again it took a while before it started to have an effect as if the flag is cached somewhere instead of being read directly. I could do 3-4 inserts without the dialog coming up and then suddenly it did start to show up...
