While I agree with the sentiments of both comments, unfortunately the API does not work this way. I am given no opportunity to display a dialog asking such things and am asked only to return an IStatus object.  If I return anything other than IStatus.OK_STATUS, the editor is not allowed to save.   The Error message is listed at the bottom though, in the status bar, and the user can then create the folder by clicking "browse" and re-creating the folder.

Again I'm given no opportunity to send up a dialog. Sorry.
