WTP already contains a quick fix for WTP Runtime.
I have added a quick fix for Seam Runtime name and DTP connection name. It calls the Seam Settings property page.
The attached screencast shows using these quick fixes after downloading the booking ear project to a new workspace (a workspace that doesn't contain Seam settings, Server runtime and DTP connection profile).
The quick fix that I added is implemented in the org.jboss.tools.seam.ui plugin.
I am planing to add a function to the project examples that would call all existing quick fixes for a project/projects after downloading it/them to the workspace and building it/them. I can add a checkbox to the Project Examples wizard that would enable/disable calling quick fixes.

Issues:
- there is no any marker for missing WTP Server. It isn't possible to add a WTP server using quick fixes
- after changing a property in the Seam Settings preferences page, the project and its dependent projects aren't rebuilt.
- the Seam Settings preferences page doesn't show any error if a connection profile doesn't exist.
- some "seamProjectProblem" messages are too large what causes the Quick Fix dialog to be too wide
("Seam Runtime "{0}" specified for Seam project "{1}" does not exist.  Please correct this property in "Seam settings" page (Project->Properties->Seam Settings).", for instance. 
I have changed it to 
"Seam Runtime "{0}" specified for Seam project "{1}" does not exist.")
