I am unable to replicate this issue in trunk.   I even went so far as to set a breakpoint between module publishes to make sure that even though this EAR may be published in two or three steps, the JMX deployment scanner has been turned off in the meantime.  I've verified this is true. 

Are you using the JMX Poller to start your server? Or some other poller?  If you're not using the JMX Poller, please make sure your server has JMX enabled.

I'll look into some changes that can streamline this issue even if your JMX is not enabled, but there's no guarantee for that just yet.
