You cannot put files directly into a self-constructed lib folder inside a WTP project. This also means that our toolset cannot create a lib folder for you and put jars in it.  The cause is that in WTP, the lib folder is dynamically constructed and does not actually exist. They never considered the use case where a lib folder would be manually constructed. 
 
There are 2 bugs on WTP (that I can find) dealing with this "lib" issue specifically;
