Has to do with Common Navigator and the null selection.
Note to self:  Line to look at in NavigatorActionService:
		CommonActionProviderDescriptor[] providerDescriptors = CommonActionDescriptorManager.getInstance().findRelevantActionDescriptors(contentService, context);

Possible fix: allow action provider to be active for the null selection
