Jim, what Application Server did you use? If you chose AS which is bundled with JBDS then HSQLDB Connection should be set up automatically. If you used your own one then you have to set up it manually (use new connection wizard for that).
And JBDS 3.0.0 cr1 will try to pick up the driver from any server that was chosen by user during installation.
